Elections sénatoriales au Japon
Début juillet se tenaient l'équivalent japonais des sénatoriales. Parmi les différences notables, la Chambre Haute est renouvelée par moitié et au suffrage local direct, avec une part de proportionnelle. Et dans les médias, la droite est représentée en rouge, la gauche en bleu ^^'.
Pour la 1ere fois, l'âge du vote était abaissé à 18 ans au lieu de 20, ce qui n'a pas spécialement modifié la répartition des forces politiques, faute d'alternative économique convaincante apparemment (Twitter NHK). La coalition de droite au gouvernement a ainsi en gros doublé ses sièges, dépassant de peu la barre des 2/3. Cela lui permettrait potentiellement de proposer un référendum sur la modification de la Constitution, notamment l'article 9 interdisant l'entretien d'une armée et a fortiori son déploiement en-dehors du territoire national.
Un tel référendum ne serait pas aussi facilement gagné pour autant, en témoigne la vive opposition sur une loi allant dans ce sens il y a un an. Toutefois, les justifications d'alors et l'expansion unilatérale de la Chine (qui a récemment rejeté sa condamnation par le tribunal d'arbitrage international de La Haye pour des constructions sur des îlots réclamés par les Philippines et le Vietnam entre autres :-p) pourraient finir par convaincre l'opinion...
At the begining of July there were the polls for the Japanese Upper house. Among the main rules, it is elected by half and through universal direct poll, with a part of proportionality. And in the media, the right-wing is represented in red and the left-wing in blue ^^'.
For the 1st time, the voting age was put down to 18 instead of 20, which did not particularly modified the balance of political forces, due to the lack of convincing economical alternative (Twitter NHK). The ruling right-wing coalition thus roughly doubled its deputies, reaching shortly the 2/3 limit. This can allow them to propose a referendum on the modification of the Constitution, in particular the Article 9 which forbids to own an army and of course to send it outside its own territory.
Such a referendum would however not be so easily won, as we could see the strong opposition against a law going in this direction one year ago. However, the justifications at that time and the realization of the China's unilateral expansion (who recently rejected their condamnation by the international court of La Haye for some constructions on desert reefs claimed by Philippina and Vietnam among others :-p) could at last convince the public opinion...

Surprise à l'élection du Gouverneur de Tokyo !
Cette histoire débute par un nouveau scandale en politique après ceux de janvier-février (cf. ci-dessous), mais plutôt drôle cette fois (enfin, ça dépend pour qui) !
This story begins with a new scandal in politics after the ones of January and February (see the link below), but quite funny this time (well, it depends for who) !
Le maire-gouverneur de Tokyo, Masuoze Yoichi a présidé son dernier conseil le 20 juin 2016. Démissionnaire depuis la semaine précédente, l'ex-ministre d'Abe Shinzo n'aura pas réussi à aller aux JO de Rio comme il l'avait espéré pour le passage de drapeau à Tokyo (pour 2020), même en proposant de finir son mandat sans rémunération !
Il faut dire que ça ne couvrait pas ses dépenses "personnelles" au frais des Tokyoïtes. Mais le plus "passionnant" ici furent ses justifications ^^ :
- Le manga "Crayon Shin-chan" ? Pas pour ses enfants, mais pour étudier sa mauvaise influence sur eux !
- sa collection d'art ? Pour impressionner ses visiteurs étrangers (pas pour leur offrir, faut pas pousser !)
- le Réveillon en famille dans un hôtel de luxe? Il avait une réunion dans le coin...
- des chemises chinoises traditionnelles en soie ? Pour affiner sa calligraphie (geste à l'appui) bien sûr !
Il n'y a pas de loi très précise sur la séparation privée/publique des dépenses donc il ne sera pas poursuivi. Toutefois il ne se sera pas accroché très longtemps, lâché finalement par son parti alors que les sénatoriales du Japon approchaient...
The mayor-governor of Tokyo, Masuzoe Yoichi, directed his last Council on the 20th of June 2016. He had resigned one week before and didn't managed to go to the Olympic Games of Rio as he wished to get the flag to Tokyo (for 2020), even if he offered to finish his mandat without being paid !
It was not sure it could have reimburse his "personal" expenses on the back of the Tokyo inhabitants. But the funniest here were his explanations ^^:
- "Crayon Shin-chan" manga ? Not for his children, but to study its bad influence on them !
- His art collection ? To impress his foreign visitors (not to offer them either, you're kidding !)
- New Year's Eve in a luxuous hotel with all his family ? He had a meeting over there...
- Several traditional Chinese shirts in silk ? To affinate his calligraphy (miming it) of course !
There is no precise law on the separation of public and private expenses therefore he won't be sued. However he won't have last for a very long time, finally being turned back by his party as the High Chamber elections were approaching...

Suite à sa démission, des élections se sont tenues début août. Et le gagnant, ou plutôt la gagnante en l'occurrence, signe un triple exploit !
En effet, Koike Yuriko est non seulement la 1ere femme à obtenir ce poste, mais cette membre de la majorité l'a fait en tant que candidate dissidente de son propre parti, dont le candidat officiel arrive 2e ! Qui plus est elle avait choisi par hasard la même couleur de bannière, vert foncé, qu'un autre candidat (une trentaine au total).
Sa volonté, son activité militante durant la campagne, et sans doute un désir de sanctionner d'une certaine manière le PLD pour sa gestion précédente lui ont donc permis d'avoir l'honneur de recevoir le drapeau olympique à Rio, et elle pourrait bien tenir son poste jusqu'aux jeux de Tokyo en 2020 !
Elle est présentée comme une supportrice de la révision de la Constitution (cf. ci-dessus) et plutôt faucon en matière de politique extérieure, mais est aussi très impliquée dans les questions environnementales (notamment les problèmes de pollution au grand marché aux poissons de Tsukiji), féministes dans l'emploi et la politique, et aurait souhaité durant sa campagne faire de Tokyo un grand "anime-land" !
After his resignation, new elections took place at the beginning of August. And the winner, the female winner to say, signed a triple exploit !
Indeed, Koike Yuriko is not only the first woman to gain this position, but this member of the ruling majority did it as a dissident candidate of her own party, whose official candidate finished 2nd ! Moreover she had incidentally chosen the same banner color, deep green, as another candidate (around 30 in total).
Her will, her militant activity during the campaign and probably the desire to sanction in some way the PLD for their preceding mandate, allowed her to have the honor of receiving the Olympic flag in Rio, and she could as well still be in place until the games of Tokyo 2020 !
She is depicted as a supporter of the Constitution revision (see above) and rather a hawk regarding foreign affairs, but she is also very dedicated in environmental questions (for instance the problems of pollution in the big fish market of Tsukiji), a feminist in employement and politics, and she would have claimed she wanted to turn Tokyo into a big "anime-land" !

J'ai mis à jour mon post du printemps 2016, où j'évoquais les problèmes rencontrés par différentes personnalités politiques et artistiques, qui ont finalement poussé SMAP à la séparation, annoncée le 14 août !

Project actuellement" (où figurent tout de même les Morning Musume) selon la présentatrice atypique Matsuko Deluxe, et que j'avais pu voir 2 fois à Paris (!) se séparera dans un an pour laisser les membres, désormais toutes majeures, se consacrer à leurs projets professionnels.
- °C-ute, "the best Idol band in the Hello! Project nowadays" (which includes the Morning Musume) according to the atypical animator Matsuko Deluxe, and that I could see twice in Paris (!) will disband in one year, in order to let the members, now all major, to work on their professional projects.
- le groupe électro-rock Boom Boom Satellites, connu pour ses BO d'animé (Appleseed...) dont l'un des membres est malheureusement de plus en plus malade.

- la célèbre chanteuse Anison Aoi Eir (Arslan, Fate/Zero...) a annulé récemment tous ses concerts d'été et automne, et même quelques événements prévus cet hiver pour raisons de santé, sans autre précision... Souhaitons-lui bon rétablissement !

Malheureusement, le chanteur et guitariste Kawashima Michiyuki du groupe Boom Boom Satellites est décédé le 11 octobre 2016 d'un cancer au cerveau diagnostiqué en 2012.
Sadly the singer and guitarist Kawashima Michiyuki of the band Boom Boom Satellites deceased on the 11th of October 2016 from a brain tumor detected in 2012.
Par ailleurs, la chanteuse Aoi Eir a annoncé le 14/10/2016 qu'elle se mettait en pause indéfinie après 2 concerts au fameux Budôkan pour ses 5 ans de carrière, les 4-5 novembre 2016. Ses ennuis de santé semblent assez sérieux...
